Located just a few blocks down the hill from Main Street along the banks of Richland Creek and the Norfolk Southern railroad tracks, the Frog Level Historic District is Waynesville's artsy, eclectic, and historic neighborhood. Following the arrival of the Western North Carolina Railroad in 1884, Frog Level became Waynesville's primary commercial center. Wholesalers, warehouses, coal yards, and merchants lined the tracks to receive and ship goods.
Built along the low-lying basin of Richland Creek, the area was prone to frequent flooding. Locals humorously remarked that when the creek rose, the water reached "frog level"—a nickname that permanently stuck.
